So where in that hadiith does it say NOT to use any other medication and to cancel your health insurance?

Allah (swt) said not to bring "halak" or doom upon yourself. By canceling health insuranec and not taking mediactions, you are doing jsut that. And the Prophet (scw) would not have certainly sent the sahaba to doctors or healers if he didnt think they could help.
