WPC 'killer' scandal

CHARLES Clarke was under fresh pressure to quit last night after it was revealed a man wanted for the murder of WPC Sharon Beshenivsky should have been deported.


Robber Mustaf Jama, 26, was freed despite recommendations he be kicked out.

He is suspected of gunning down brave Sharon last November during a raid on a travel agency.

Jama had been released early from a three-year jail sentence, imposed at Sheffield Crown Court for a robbery, only months earlier.

Home Secretary Mr Clarke was already in charge of the Home Office in spring 2005 when officials considered deporting Jama, who claims to be from Somalia.

But the Immigration and Nationality Directorate allowed him to STAY.

It it is understood he was not deported because war-torn Somalia is regarded as a dangerous country.

The attempt was also dropped because enforced deportation would be a breach of the Human Rights Act which Labour brought in.

Jama has been on the run since Sharon was killed and cops fear he may be abroad.

Sharon’s dad Stanley Jagger said yesterday he had lost trust in the Government.

He added: “I can’t understand it. This man should have been picked up or sent out of the country.

“I’ve voted Labour all my life, but not this time. I’m really sick about what has happened.”

Shadow Home Secretary David Davis said last night:

The fact he was approved to stay in the country raises a whole series of fresh questions about how the Home Office protects our safety.

How many of these people have got further convictions

or have been involved in further crimes?

The whole nation was horrified by what happened to WPC Beshenivsky. The public rightly demands to know whether this arose because of a Home Office mistake.

Has the Home Secretary been monitoring this problem, since it clearly exposes another group of potential offenders who could put the public at risk?

Police champion Michael Winner fumed: “The whole thing is a scandal. If this resulted in the death of Sharon Beshenivsky then Charles Clarke should not only resign he should leave the country.”

Film-maker Winner, who set up the The National Police Memorial Trust for officers killed in the line of duty, added: “She and her family have been let down beyond belief. If people are convicted they should be deported automatically. Why do we have to have them murdering people willy nilly in England. Send them back to Somalia if needs be.”

Sharon’s best friend Sally Barandiaran last night demanded Mr Clarke’s resignation.

She fumed: “It’s sickening to know that Sharon could still be alive today if this man had been dealt with properly.

“He came here seeking asylum and was convicted of robbery. But instead of putting him on the next plane out, after prison, they let him stay free.

“If Charles Clarke knew about this and was keeping quiet, he should hang his head in shame, do the decent thing and go.

“It should not take something like Sharon’s death for him to do the right thing.”

Jan Berry, chairman of the Police Federation of England and Wales, insisted foreign lags should stay locked up if it is not safe to send them home.

She said: “If a potentially dangerous foreign national offender cannot be deported for safety reasons to their country of origin we should not just open the prison door for them back into society.

“For public safety we must look to hold them in a secure environment until another solution can be found.”

Tory MP Ann Widdecombe, a former Home Office minister, said: “This is a non-stop farce.

“If you are not being sent back it should be for political reasons, therefore there should be a case for political asylum.

“In any case you can always deport someone to a third ‘safe’ country. He did not have to remain in this country.”

A spokeswoman for the Commons’ all-party Home Affairs Select Committee said it would call Mr Clarke to give evidence on the detention and removal of foreign criminals released from custody.

Mum-of-three Sharon, 38, — who also had two stepchildren — was shot in Bradford, West Yorks, along with colleague WPC Teresa Milburn, 37. She was wounded in the shoulder.

The killing shocked the nation but the revelation that Jama was freed under Mr Clarke’s reign at the Home Office will infuriate millions.

The Home Secretary is to come under fierce fire in a Commons showdown today.

He has admitted that 1,023 foreign prisoners were released without being considered for deportation between 1999 and the end of March this year.

They included 288 freed since the problem had been brought to the Government’s attention last summer.

And those included three murderers, nine rapists and five paedophiles. Mr Clarke will tell MPs how many of the most dangerous offenders have been rounded up.

PM Tony Blair has ruled that the Home Secretary can stay in his job to sort out the mess. But he is furious at the scandal — and Mr Clarke is only one blunder away from being required to quit.

He faced additional pressure last night as it was revealed jail chiefs were told in March last year how to ensure foreign convicts were deported.

They were ordered to apply for deportation orders 26 weeks before a prisoner’s release date.

If that failed, they were told to notify the Immigration Department a fortnight before release. There was even a special phone number to call.

Dangerman Jama first came to Britain in 2000 and was allowed to stay for seven years. But soon he was immersed in a life of crime.

The Home Office was forced to probe the scandal surrounding him after The Sun spoke to one of his former jail pals.

Jama confided in Michael Long that he was terrified of being deported at the end of his sentence.

Burglar Long became friends with him at Wormwood Scrubs, West London.

He was shocked to hear Jama was being hunted over the shooting of WPC Beshenivsky because he should have been sent back to Somalia in late 2004.

Michael, 35, said: “In early 2004, I was in his cell having a cup of tea and noticed he was down in the dumps. I asked what was wrong and he said the immigration service had contacted him about deportation which would take place at the end of his sentence.”

FIVE people have been charged with murdering WPC Beshenivsky and are due to go on trial next month.
