They do severe punishment to lots of people who don't break the law. AND they have lots of laws requiring severe punishment like speaking out against the government. Hmmmmmm. The reason Chinese citizens don't kill each other is simple - the government does it for them.

^ on average china has 1/10 the number of violent crimes that the U.S. has.
