They do severe punishment to lots of people who don't break the law. AND they have lots of laws requiring severe punishment like speaking out against the government. Hmmmmmm. The reason Chinese citizens don't kill each other is simple - the government does it for them.

That's a lot of numbers, higher then anticipated, If US managed to reach that rate, I wonder what's China's rate of murders and rapes ?
