The ICU is attempting to unify Somalia on the basis of Sharicah. The TFG is atempting to unify the country in the form of a western government.
In my view, neither form satisfies the needs or traditions of the Somali people. It may be that one side can win a civil war and impose it's will on the entire coutry, but I doubt that such a solution can be permanent or very satisfactory in the long term.
The oldest and strongest institution in Somalia is qabiil. At least in my mind, the best government for Somalia would be one based on qabiil and isbahaysi. All the rest is just too unSomali and too far up in the clouds.

Grant "needs or traditions of the Somali people." That sounds like some 60s hogwash. The Somali people, prior to the advent of colonialism, NEVER had a unified government. They were ALWAYS in conflict over resources. When the Portuguese first arrived in Mogadischu in the 16th century, they found the then tiny city already riven into warring clan factions. The status quo IS the Somali tradition.
