What is the correct Islamic flogging method?

I thought u had to hold the Quran on one hand so as to lessen the pain on the person receiving the flogging. However, the mooryaans in Zoomaliya do not do so and you can see this picture at the grin on the face of the man giving the flogging - he really wants it hard don't he?

The point is, flogging is not about bringing pain but just a little humiliation is braught upon the criminal.
