Why the UN did lift arms embargo against Aideed or Qasim?

Since both of these men where based in Muqdisho, why did they not saw fit to lift the arms embargo against their governments since they had more reasons to pacify the capital Muqdisho from the many warlords?

Is it not far fetched lifting arms embargo to ppl located in Baidao, which will only increase weapons availability in the northern regions, hence new wars in the northern part of Zoomalia.

Crazy: Warya, the mooryaans need the sanctions lifted. They have Khat debts to pay and the only way to pay it is to rob the Punaniland TFG of their weapons as they flee like Barre.
