Is Islam a religion of dictatorships or democracy?

The concept of "dictatorship" is not Islamic. when people imagine "Islamic government" they usually imagine this central authority which oppresses people. In Islam, the government is based on consultation. The prophet consulted people, the khalifa consulted people, etc, etc. So in this sense, Islam can be as any democracy or can organize any kind of government which ensures consultation.

What happens when there is no khalifa? should we elect our leaders?
