there are 91 shura council members. few are no hawiye members. the rest, more than 95% of the shura council are hawiye members, and most members are from dahir aweis's family. final decissions rest with aweis and indhocade. sheikh sharif is a poster boy with an expiry date, because those caayr are from mudug and beyond. they are not locals and need abgaal support in xamar.
