We all know the terrible affects of qaat on the economy, psychology and culture of somalia, not to mention health.
Now how do we go about doing this.
I believe you have to go to the source of the problem, i believe in attacking demand not supply.
If i was in charge of eliminating drugs from a developing country like Iran or Pakistan, i would do this, by rounding up all addicts into concentration camps and then treat them, this combined with education will solve the problem, and ofcourse those caught selling drugs would be shot at sight.
This approach is gaurenteed to work, unfortunatley the US and other western countries cannot adopt it becuase only a totalitarian state can do this.
Now for qaad this is not feasable i suggest a research program funded by the UN, where a parasite or fungus can be genetically engineered to target the catha edulis plant.
This will solve the problem in shaa alla.

People should have the freedom to consume any kind of drug they want.
the way to combat this is to instill provide education for the young generation, instill in them love of learning and work and the harm caused by drugs like jaad that induce apathy and lassitude and indolence.
Tell them about the advantage of the hardworking, clean-living man over the jaad-addicted junkie.
But if there are no opportunities and aspirations most young people fall into the normal Somali routine of eating jaad and asking "maxay idaacadu sheegtay maanta"

This is the dumbest logic I've ever heard. Basically what you are saying is
encamp roughly 7 million people, feed them, educate them (rehab). Tell me how the heck do you do that? How much it is going to cost? Who is goig to pay those costs? Who is going to do it? Can you transform somalia into a camp. And do you think you are smarter than all other countries what they have done so far. The most effective way of controling in cost efficient way a substance of public abuse is through the supply.
In somalia's case, I would not ban Khat, but heavilly tax it. Perhaps 400% or even more. It will cost more to buy khat. You will make such way that if you have to consume one day's khat (marduf), you will spend half-of your monthly disposable income. Only few people will be able to buy and consume it. Remember, you want to shift the supply backwards "basic microeconomic". This way you avoid public riots and you get tax revenues.... WIN-WIN situation.
