State Duma deputies will consider a bill barring a wife from having an abortion without her husband's consent.
"Above all, the bill is based on the concept of parental equality," its author, Alexander Krutov of the nationalist Rodina party, said Thursday.
"The decision to give birth to or murder a baby is an enormous one and it should be made by the parents together," he said by telephone.
The bill would require a wife to obtain her husband's written consent in the presence of a doctor before having an abortion. A doctor who allows an abortion without the written consent could face murder charges, Krutov said.
The bill will have to clear the State Duma's Public Health Committee before being sent to the floor of the Duma for discussion, a process that could take three weeks, Krutov said.
Women had more than 1.6 million abortions in 2005, roughly equal to the number of births, Health and Social Development Minister Mikhail Zurabov told the Duma in February.
The abortion rate, while still comparatively high, has declined over the past decade. In 1993, it peaked at 235 per 100 live births. Around 46 million women worldwide have abortions each year, with the highest rates in Romania, Cuba and Vietnam and the lowest rates in Belgium, the Netherlands and Germany.

This is an interesting point, because legally, in most western countries, men are regarded as nothing more than walking ATMs when it comes to children, esspecially if they are not married to the woman in question.
So, when a woman gets pregnant, she decides whether or not to bring the baby to term - with enormous financial consequences for the man.
She decides whether or not to put the baby up for adoption, with enormous emotional and financial consequences for the man.
And in many cases, she decides whether or not the father actually can visit the child.
The only rights the men have in this case is the right to pay. Funny how society doesn't seem to think that's a problem.

The parliamentarians in western nations are mostly men.
Yet they passed these kind of laws.
Why?
Because they are honest with their people.
Kafir fathers or kafir men in general are worse than animals.
Recently their was a report of one man who raped his two daughters and sodomised his son all under the influence of alcohol.
The law should be strengthened and applied only to non-muslims or alcohol should be banned.
It is mother of all evil.

Alcohol is not the root of all evil. People who do stupid things under the influence claim it's the alcohol, but it's not. That's a convenient excuse. True alcohol lowers inhibition, but you know what you are doing. I have always been a social drinker and I have NEVER done anything under the influence that I would not have done sober.
At any rate, our societies are what they are. We tried bannin alcohol once, and it didn't work. It created even more problems. So, forget that plan. Been tried and failed.
