There's little doubt this puppet government is a momumental set back for Southern Somalis and only serves as stepping stone for self-serving clan learders to gain power, authority, control that they couldn't otherwise. What better example than self-appointed governor of Kismaayo, who also happens to be the DEFENSE MINISTER. Those familiar with somali politics know that the man simply returned to the city he lorded over just few months ago when he was chased out by the ICU. In the intervening time he went from being tinpot thug to defense minister. Returning to Kismaayo short time later under the pretext of "fighting terrorists". Now he appoints himself as governor or thinks he has a say over who becomes the governor. It's reported today that Hurraale and Yey are headed for a fight after Hurrale refused Yey's governor appointee. What authority does Hurraale have beyond being the defense minister?

So, is Barre Hurraale defense minister or governor of Kismaayo?

I don't understand why any minister, let alone the defence minister, would want to become the governor of a region. I doubt he does and that anything you wrote above has any truth in it.
