"Somaliland which takes politically a unique position shall be treated for the time being as self-governing area" says the Swedish government.
The Swedish government have decided 15 february 2007 the guidelines for Swedish development co-operation to Somalia (ref.no UD 2007/5267/AF).
The government allocated 20 million US dollar for year 2007. The amount will be increased if the conditions regarding development of building regional and local administrations which in justice way reflects the society clan mosaic become better. The aid to Somalia shall include the whole Somalia. Consideration shall be given to the regional variations which exists when it comes need, security and the possibility of implementation of the programmes.
Sweden and Italy are together responsible to arrange an international donar conference for Somalia. The timetable for the conference which takes place in Rome depends on the developments in Somalia.
The most significant issue in the governments decision is how the Swedish government sees the situation in Somaliland.
The government says as follows;

About the situation in Puntland the governments says as follows;
Puntland should be treated as part of the Transitional Federal Charter and Transitional Federal Institutions.
This is a new policy of the swedish government and the Swedish government has for the first time clearly taken a new position toward Somalia and Somaliland. This is a historic decision and we, who have been working for the cause of Somaliland welcome the swedish governments decision and look forward to co-operate for the mutual interest for both nations.
