LONDON (Reuters) - Students in England could be banned from wearing full-face Muslim veils for security or educational reasons under government guidelines to be published on Tuesday, officials said.

The guidance paper from the Department for Education and Skills (DFES) would leave it up to individual head teachers to decide what pupils should and should not be allowed to wear in class, a DFES spokesman said.

"If they feel any garment imposes on a child's ability to learn or is a safety or security issue they could be banned," the spokesman said.

The new school guidelines come after a British girl lost a legal battle a year ago to be allowed to wear full Islamic dress in school. Shabina Begum's case was likened to a row in France triggered by a ban on Muslim headscarves in state schools.

Muslim veils have been a hot political issue since senior minister Jack Straw said last October they made community relations "more difficult". British Prime Minister Tony Blair then described the full-face niqab as a "mark of separation".

Some Muslim groups accuse the government of creating an atmosphere of Islamophobia.

The DFES said its guidance will recommend teachers take into account the religious requirements of some pupils to wear items such as a turban.

"They should have regard to a range of religions and try to accommodate them where possible," the spokesman said. "But what we are saying in the guidance is that safety, security and the ability to learn is paramount."

Referring to the niqab, he said: "Some teachers say it is difficult to read a child's expression or understand what is being said."

The education department's document says schools should consult widely with parents, governors and the local community on uniform policy before making any decisions.

Copies of the paper will be sent to schools and published on the DFES Web site. It will then be discussed and a final version published in coming months, the spokesman said.

Rajnaara Akhtar, chairman of Britain's Protect-Hijab group, said it was reasonable for schools to ask girls to remove a niqab in class.

"I think the individuals who want to wear the niqab should exercise a degree of flexibility," she said. "It's not only in England, you have Muslim countries around the world which do impose the same requirements."

However she said it would be wrong for head teachers to ban girls from wearing niqabs anywhere on school grounds.

A number of recent high-profile security incidents have also focused attention on Islamic clothing.

In February, the trial of six men accused of plotting suicide bombings in London on July 21, 2005, was told by prosecutors one of the suspects had escaped disguised as a woman in a burqa after the failed attacks.

Two months earlier police said a man wanted for questioning over the murder of a female police officer could have fled the country disguised as a Muslim woman wearing a full veil.

Sister they use every excuse for things these days but to be honest in all honesty why would someone bring the niqaab veil to school they just bringing attention to themselves. But theres islamophobes out there these days who try and give us a bad name, just be straight with people about your deen.

Well, DFES controls Primary and secondary schools.. I'm wondering how many Primary schooled kids go to school with a Niqab?Hmm.. MashaAllah if they do. As for secondry, more or less the same. I am sure there are some. As for college definatly.

But anyhow.. If the school is mixed, I don't think they should be so drastic into the procedure. If it's single then maybe some flexibility is allowed.They also need to look more into the level of education, wether it be secondry or primary. Because obviously Muslim pupils secondry schooling are more likely to wear it because it is at the age of pubity.

I know what your saying. When something happens, why do they feel the need to dragg up every event that occured?Whether it was proven or not?.. Sad.

I think its an outrage, whatever happened to freedom of expression Confused anyway I doubt TB will go along with it, he wasn't keen on the idea when France put it to the test.

Here in Canada, they can't do those things at the moment...because Canada is known as a "multicutural" country..

Yeh, Canada is cool I visit alot.

London is so diverse lakin it is shocking that they are actually trying to enforce such a thing!
But I think it comes down to the religion, traditionally England-the Queen's land is a Christain country. So that is where the conflict rises.

In Britain the controversy has focused on the niqab or face veil. Teaching assistant Aishah Azmi was fired for refusing to remove it in November, while earlier Shabina Begum, 17, lost a legal battle to wear the jilbab, a full-length garment including headscarf, to school. In the Netherlands, full-length burkas are banned in some schools and headscarves can be banned under certain circumstances. In France, "conspicuous" religious symbols are banned in schools. Several German states have banned hijabs among pupils.

The veil has become a big issue as it represent true Muslima, you know how they say muslim women are oppressed it's actually those non-muslim women who are oppressed. Muslim women have got more rights and enjoy all the freedom the non-muslims are seeking.

Whatever they try against muslims it always backfires on them. Just look at Bush&Blair on the Wars they have started against Muslims they will never win against Muslims.

May Allah give our muslim brothers and sisters in the world strength to fight the enemies of islam and may Allah give our muslim brothers and sisters who are suffering justice inshallah they will come through this test and will be victorious against all those enemies of Allah and Islam.

I DONT THINK U CAN GET MORE CULTURAL THAN LONDON.. NOT SURE BOUT CANADA.. BUT THE WHOLE NIQAAB THING IS OVERRATED ... THEY REALLY NEED TO FOCUS ON MORE IMPORTANT THINGS LIKE RAPISTS, KILLERS AND CHILD MOLESTORS...
