Summary of the Harmonization Committee
End Ethiopian occupation of Somalia immediately
Common Recommendations1:
Ethiopian occupation of Somalia must end immediately without conditions:
· Create appropriate mechanisms to facilitate a world wide campaign to end Ethiopian occupation
· Document Ethiopian atrocities committed against Somali people
· Unify Somalis to revive Somali nationalism
· Put Pressure on the Somali Transitional Federal Institutions
Replace occupying Ethiopian forces with neutral peace keepers from Africa and other Islamic States
Recommendations 2:
Replace Ethiopian occupying troops with neutral peacekeeping forces:
· Peacekeeping forces must have a clear mandate and appropriate rules of engagement
· Educate the Somali public about the mandate of the neutral peacekeeping forces
· Create a monitoring group– which must include Somali citizens - to oversee the activities of the neutral peacekeeping forces
· To help educate neutral peacekeeping forces about Islamic and Somali cultural values
Strategize effective reconciliation between ALL Somali groups
Recommendations 3:
· To create an independent and inclusive National Reconciliation Commission
· Establish a clear mandate for the National Reconciliation Commission
· Somali Diaspora should take an active role in the National Reconciliation process
· The National Reconciliation process must include: TFG, UIC, civil society, women groups, Somali Diaspora, and marginalized groups.
· Somalis must take ownership of the National Reconciliation process
Unify and strengthen the voice of the Somali Diaspora to bring about positive change in Somalia
Recommendations 4:
· Create an ad hoc North American Committee
· Formulate a clear mandate based on the resolutions adopted in this conference
· Mobilize, harness and channel Somali Diaspora expertise for the benefits of the progress in Somalia
· Organize and mobilize local chapters
