Red Cross doesn't speak out against governments in public. They pass reports to them in private....their press releases are just to inform the public so that they can get donations for their projects. They hardly ever speak out against and criticise governments.

The attacks were obviously mostly one sided since they attacked without warning after people started to return to their homes following the ceasefire agreement which the Ethiopians consequently broke. They waged attacks with an attempt to kill and displace people....attacking homes and killing civilians.
