Russian President Vladimir Putin says foreign money is being used to interfere in Russia's affairs under the pretext of spreading democracy.

In what is likely to be his final state of the nation speech Thursday, he said foreign money is being used to help his opponents in a direct interference in Russia's affairs.

Describing it as the manipulation of Russian politics from abroad, Putin stressed "Not everyone likes the stable, gradual rise of our country. There are some who are using the democratic ideology to interfere in our internal affairs."

"The stream of money from abroad used for direct interference in our internal affairs is growing," he added.

The attack appeared to be in reference to Western support for small liberal forces opposing Putin's policies.

These include chess legend Gerry Kasparov's the Other Russia coalition which grabbed headlines earlier this month when police dispersed an illegal attempts to rally in Moscow and Saint Petersburg, temporarily detaining Kasparov.

Putin, who is due to step down next year at the end of his second term, began his speech with a tribute to Boris Yeltsin, Russia's first president after the fall of former Soviet Union, who died this week.

Highlighting Russia's growing wealth at the applause of both houses of parliament gathered for the annual televised speech, Putin stated "Russia has not only fully halted the fall in production but entered the 10 biggest economies of the world."

Russians will go to ballot boxes in March 2008 to elect Putin's successor.
