hadhwanaag 2007-05-02 (Hadhwanaagnews) HARGEISA - The leader of Somaliland ruled out reuniting with battle-scarred Somalia and said the interim government's claim of victory over insurgents in Mogadishu was premature.

President Dahir Rayale Kahin also expressed hopes of greater international recognition for Somaliland after Sweden said in February it would treat the enclave as a self-governing area with regard to development aid.

Kahin's comments to reporters late on Tuesday came days after the Somali government declared victory in Mogadishu after a war against Islamist gunmen, foreign jihadists and a group of disgruntled clansmen.

Mogadishu's worst fighting in 16 years has killed at least 1,300 people in recent weeks and sparked a massive exodus from the city with some fleeing to Somaliland's capital Hargeisa.

"It is too quick to say the TFG (transitional federal government) has captured Mogadishu or they are governing Mogadishu," Kahin said.

"Time will tell. They will not get far if they try to... rule the people by force," he added.

Kahin also warned Somali President Abdullahi Yusuf against any belligerent moves towards the Gulf of Aden enclave.

"Abdullahi Yusuf cannot come here. It is a day dream that Abdullahi Yusuf is coming and that he will govern Hargeisa."

A former British protectorate, Somaliland declared independence from Somalia in 1991 when clan warlords toppled dictator Mohamed Siad Barre, carving the Horn of Africa country into personal fiefdoms.

Somaliland officials say the territory has maintained relative peace and stability while Mogadishu has descended into violence and chaos.

"We cannot be one government anymore. We made our decision in 1991 not to be part of that failed union," Kahin said in his heavily fortified presidential compound.

No foreign governments have recognized Somaliland and there has long been a reluctance in Africa to support independence bids for fear of opening the floodgates to a host of secessionist claims.

But Kahin said hopes were boosted by Swedish moves.

"The Swedish have taken one step forward. They said we will treat Somaliland as a separate government entity," he said.

Katarina Zinn, a counsellor at the Swedish Embassy in Nairobi, said Stockholm's guidelines on aid to Somalia recognized Somaliland as a self-governing area for development issues.

"What we have said is that we will work in Somaliland with development, but we have not recognized Somaliland as an independent state," Zinn told Reuters.

Kahin said Somaliland had secured a deal with Germany to build a cement factory in the coastal city of Berbera, 130 km (81 miles) northeast of Hargeisa.

He said he hoped the creation of more jobs would boost the economy. Opposition figures have accused him of not doing enough to improve the livelihoods of people living in Somaliland.

Somaliland will only be willing to reunite under the conditions they get full autonomy, a federal government led by a President who is willing to genuinely hear Somaliland out, and if Somaliland thinks that President is strong willed and charismatic enough to lift Somalia from the ruins.

I don't see a man like that coming. Laughing

But what I do see coming is Abdullahi Yusuf on the backs of his Ethiopian comrades riding to Hargeysa in the near future for talks with Mr. Rayaale Laughing

I dont think Cabdullahi Yusuf will come to Hargeisa, never seriously, if there would be talks between Somaliland Gov and Somalia Gv, it will be held Some where else like Addis, Eriteria or Kenya......

SOmalia doesnt exist... SOmaliland ha noolato!!

The reunion is with Ethiopia... so dont listen to this TFG.. they want to join the colony wagon that put us in..

Sxb.. I don't thats a good idea. We have had too much outside interference

I think when there is a new Somali gov't after this one dies, they should hold talks in Hargeysa. It is a SOMALI city, we are the same people and problems have to be resolved, hostilities from Puntland/Somaliland have to be dealt with. But that isn't happening with Abdullahi Yusuf or any other Siad Barre wanna bees...

This'll be interesting though and any future Somali leaders need not rush to conclusions about Somaliland, its a delicate situation. But good actions speak louder than words... and helping yourself out, and the people of Somalia will get you in good standing with everybody, even Somaliland. Which is why I can understand them not wanting to have anything to do with this TFG Confused

Somalilanders are not interested ina reunion with Somalia, the thick skulls of Reer Somalia proper can not get this fact, we have moved on and no amount of Somalinimo crocodile tears are enough to being us back to another union. Even if you offer us the presidency, prime minister and all ministerial posts and the capital city. We are simply not interested. you need to sort out your own problems



Keep in mind most Somalilanders are dead against this. Especially the youth who know not Somalia but Somaliland. They are 70% of the population of Somaliland

Why does he wanna hold talks with the Somaliland gover? Somalia is in the worst situation ever, people are fleeing the cot damn city….. Its not even the times for negotiations, doesn’t he see whats going on in Kismaayo? and other places in Somalia/?

Somalilanders will never welcome him to Hargeisa

Until Somalis can come together as equals, I don't think this is the right time for Somaliland to join anyways.
Somalia should get it's act together first, then ask Somaliland AND Djibuti to join.

How do I know? lmao, this government is finished before it even started Laughing

and Somalia has too many problems and we need to care of it ourselves

Somalinimo is dead, we all know that.. its been dead for 2 decades and isn't coming back.

But Somaliland shouldn't be an enemy to Somalia and vice versa.. and I'm hoping that another prolonging of this civil war doesn't go North. Nothing is to be gained by it.

I don't think international recognition is going to happen (quite Frankly, it should have happened a long time ago), and I think the only way for it to happen is through a new Somalia government, which is why both parties shouldn't alienate themselves from each other nor make enemies.

And note, I'm not talking about this TFG... hopefully another gov't down the line

We can be seperate and reunite down the road.. Germany did it, Yemen did it, host of others did it. And who knows, that may be the best deal for both sides IMO.

Just because we want to separate from the rest of Somalia, doesn’t mean we hate Somalia and their people… We love Somalis, and we love Somalis more then any other clans in Somalia, we would love to see Great Somaliweyn….(Somaliland, Somalia, Djibouti, Zone 5, NFD)

But we have realised that dream is dead, and we can not even sort Somaliland and Somalias problems out..…

Somaliland has decided to go on their own with or without RECOGNITION……

Say hypothetically esque.. there is oil in Puntland.. according to the somalia constitution the natural resources have to be shared with everyone.

Now, we have a central government and they want to do things federally. Somaliland is its own state, and the federal government is still giving the shares of natural resources to Somaliland. Does Somaliland reject it? Or take it in good faith?

Wouldn't Somaliland benefit economically being a fully autonomous region in a federal republic rather than being unrecognized and isolated?

this is hypothetically and lets say in 10 years down the road, btw. No way am I talking about the TFG Laughing
