What a waste of a good nutritious food. With all the starving people in that country they shouldn't be wasting milk like that. Useless practice is you ask me.

It happens rarely, so a whole lot of milk is not being wasted.

Does it really matter if its done few days or years later?. Bottom line is when a practice is useless its useless. Besides, its haram to be wasting milk like that,even if its every few years, with all the poor hungry folks around.
