Anyways it is his fault at 23 as he is a man when he hits purberty and should of told her to go away and not to approach guys. Regardless of age because they both should know how to conduct and behave especially in public as soon as they hit puberty. It's hard to place liability on just one person.

If two girls are walking the street.
