Ministers out of all things should be selected based on merit not qabil

Apply your 4.5 to the parliament and president but the cabinet and justice should absolutely NOT be based on Qabils.

Those who criticise and blame clans are most retarded ones. Every thing should be based on equality. In our case Somalis should share things along clan lines and gender (women and men) . We have no color or ethnicity problems. There is well educated people in every clan. why do clans need representation in the cabinet??? It is like domestic work. Do you employ House women because they are HY or do you employ them because they are good at it??

The cabinet are the executive branch of the state, there should be diversity in the cabinet to avoid nepotism and cronyism. Suppose I am your president do you think its oki if I hire 20 Habarjeclo PHD holders all from east burao. Of course no because there is no representation.
