I think the first step should be addressing the challenging issue of clearly defining border lines between the different Clans. After that job is accomplished I would advocate independent State/Regions where each State or region is fully managed by it's own people (i.e. Somaliland and Puntland) a parliment made of representitives of these regions and perhaps a cursory Prime Minister to deal with the outside world, instead of promoting the current superficial greater Somalia with one powerful central government.
