its a Garre language.. Garre qabiil speak this jibirish language. once i even had garre girl friend who had this language as first language..

A lot of the Garre in Ethiopia speak Afaan Oromo as a first language. I'm not sure how or when they stated speaking the language but they do.
It's very harsh and hard for me to understand though, this is probably the easiest dialect for a Somali to learn.

100% sure. They are Somali(Garre to be exact). They've been speaking Afaan Oromo in Ethiopia for over a hundred years now.

With all the Oromo in Hargeysa that comfortably blend in. It becomes challenging to differentiate.

Of course af-garre would be closer to somali but this isn't af-garre.
