The quality of universities in Somalia

According to this report, 34 of the 44 universities in Somalia opened up after 2004

Is anyone aware of any government efforts to look into these universities (by the various governing authorities?

I think most of them should shut down immediately if they are not offering quality education. I think only 5 are of African standard and the rest are producing graduates whose degrees are not worth the paper its printed on
