Somali government- too little too late

It seems Mogadishou government has just woken up to say or do something about the actions of the neghbouring Kenyan government , which it seems the Ambasador and the government was defending Kenyan government for it's out of line conduct , now they are holding a diplomat working at the Embasy , that now they are irritated , well don't you think this is too late and that you should have taken the right actions from the beggining.
