Dhabayaco land is bankrupt. Their issues are very deep and I don't think there is any solution to it.

Firstly, Mogadishu is eating whatever lunch Bosaso had. And this will only get worse over the coming years.

Secondly, a more profoundly, Puntland is experiencing brain-drain and population decline. The affluent and educated Dhabayaco are originally from Kismayo. These were the brains and the engine that sustained over the years. This key demographic cross section are leaving Puntland in droves back to Kismayo and Mogadishu. Again the diaspora too are investing more in Mogadishu and Kismayo.

Therefore, essentially, as Kismayo and Mogadishu normalise, Puntland as you know it will only keep declining and will not recover at all. It is stagnant state.
