They totally ignore the fighters and target civilians.

I don't understand how that will benefit them.

they dont ignore the fighters ,they fear them.they cant face them in close compat.this willl be long war ,.

--they are shelling civilians because they think people will turn against freedomfighters,but it is opposite effect

--they are using divide and rule tactics. to make clans fight eachother so it will be easy for them to control the country
