What does SL gain from a peaceful, strong central state in Somalia?

All it gains is the loss of legitimacy in the eyes of the International Community. If I'm a region seeking to secede from a carcass, that's one thing, but if I'm a region seeking secession from a legitimate state, that's a whole different ball game.
