The idea behind preferential voting is that, some candidates in a typical election will get more votes than is required to become an MP. These excess number of votes can be donated to a "prefered" candidate who might be strugling to cross the line. So at the end of the day, the Political Party which is more popular in the general elections (number of votes) will earn the biggest number of parliament seats. Hence, instead of those votes being wasted for nothing, they are counted.
The Ciidagale voted not smartly. They voted for a select small number of people, when they needed to spread their votes across a number of candidates. For example, the owner of Ambassador Hotel got the largest number of votes throughout the country, about 15,000 votes alone. That number of votes were enough to bring 3 MPs into parliament. The second runner up was also another Ciidagale guy Mahdi Buuba who recieved over 10,000 votes too..
In comparison, the Sacad Muse and Arap clans averaged between 7 thousand and 4 thousand votes for their MPs that crossed the line. The 20 candidates with the biggest votes were chosen into Parliament... and Ciidagale spent all their voting power for a select number of candidates. I am sure they learned their lesson and the upcoming election in 2011 will be different.
