S.Sudan is like Congo so I dont think they will be successful.
Due to.
1. Presence of ethnic tensions in that region.
2. Most of the population are very primitive
3. Neighbours like Kenya, Uganda(due to LRA), Ethiopia and Sudan trying to exploit this young nation. As there will be a migration of skilled and unskilled workers flocking to the region.
4. The US will not be happy seeing most of the development contracts being offered to the Chineese.
