Did Puntland make deal with ISIS or Al shabab ?

Puntland has now resorted to ISIS/ Al shabab style hit and run attacks. My question is, the shamless PL gov has a history of being in bed (partners) with criminals (pirates). Did Puntland military / militia receive training from ISIS in galgala mountains or PL Al shabab? Both groups are led by MJ men. Did they receive training , or possibly some foot soldiers ? I wouldn't put it past the despicable PL gov who resorted to piracy and printing counterfeit money. A punani would sell his own mother even just to save his own back. Can't trust them
