Clinton was America's last President that appeared to have the education, diplomacy, and decorum befitting of a Commander in Chief. Let's forget about sincerity for a second, he could at least hold a diplomatic discussion.

Ethiopia's society is tribal, Somalia's is not. Somalia does not have tribes. It has clans. The Somalis are one tribe. Ethiopia has over 80 lingiustic groups. Ethiopia is essentially an empire, and the only thing that holds it together is brute force and history.
Having said that, it would behoove everyone in Ethiopia to keep the union. A break up into stateletts would not be economically viable and doubtless lead to endless violent confrontation over resources in excess of what we already see.

I didn't say that. However, we would have to know if he KNEW that it was a civilian target first.
Secondly, there's a difference between what Bush/Cheney did in Iraq.
They turned a whole country upside down for some perceived financial gain.
